Quick Take: An association of European distribution utilities has published a paper suggesting the 10 most important steps to making smart grid and smart metering a success in Europe. You can read a brief summary at Metering.com, or download the full report, Bringing Intelligence to the Grids. I agree with their emphasis on consumer engagement and the need for incentives. - By Jesse Berst

Many of the improvements to create smart grids will take shape within the distribution networks and, as the voice of local energy distributors across Europe, the trade association GEODE has produced a paper to set out the position of European Distribution System Operators vis à vis smart grids and smart meters.

We need governments to aid in the engagement of consumers so that an open market is possible and everyone is able to actively participate in it. However, a pan-European approach risks being over-prescriptive. Rather than supporting progress it could have the opposite effect. European legislation should not inhibit national solutions where they are cost effective and capable of delivering success.
