| eminent domain |
| There's no doubt there are some serious issues with who controls state utility commissions and the use of that authority to delay or control smart grid initiatives. However, like the fifty year neglect of the grid, this country also has some serious issues with the use of eminent domain that should be revisited. Before enacting legislation that could both a political and public land mine, consideration should be given to the focus of the intention. If the purpose of new transmission is to facilitate renewable energy integration and gradually replace fossil fuel dependence, these transmission lines represent added value in several areas of the public domain. This "revenue" in the form of direct payments, exchangeable tax credits, etc. could be distributed as rent along the right of ways as permanent support for economic stability and continued development. |

| Federal support for Smart Grid |
| As a Congressional staffer deeply involved in the Smart Grid provisions in both the Energy Independence and Security Act of 2007 and the recent American Recovery and Reinvestment Act, I am very pleased at the bipartisan recognition of the need to achieve Smart Grid capabilities in 2007 and at least majority support for the need for Federal investment in them this year. I am less pleased at the confusion that has arisen between Smart Grid capabilities and the need to build out and enhance the electric transmission system to provide greater transfer capacity and access to renewable energy potential, which is also being referred to as "Smart Grid" by people in high places. Certainly the needed transmission infrastructure investments should also be "smart," but the true Smart Grid technology opportunities exist overwhelmingly at the distribution-to-end-use levels of the system, in my view. The Smart Grid community needs to help decision-makers recognize and avoid this confusion, a perhaps inadvertent hijacking of the Smart Grid "brand" for what is essentially a different if also critical policy objective. Not to do so could lead to parallel confusion and disappointment in funding streams and prioritization of future efforts. |

| Jesse, I agree this is a great filter for SG news and views, thanks! John Jimison - glad you flagged the confusion between transmission infrastructure, which has benefited from developments in high-speed digital protection, etc. (thus it's getting "smart") and emerging distribution/consumption solutions, which draw on networking and control technologies (making them arguably/potentially "smarter"). These two (and other) sub-systems 'want to' be integrated under a common architecture, but that will take a bit more time .. Will endeavor to make the distinction where needed, and set realistic expectations. |

| Adding to John Jimison point. Most of the time Smart Grid discussions end with the Smart Meters, DSM, or the protocols or the regulatory issues. Leaving the reliability part and the design and engineering issues with the distribution devices. |

| Whenever an electrician installs a disconnect the LINE wiring comes in the top and the LOAD goes out the bottom. Could it be as simple as Smart Grid Line to refer to transmission and distribution. Smart Grid Load would then refer to the end user. |

| According to DOE NETL, one of the seven characteristics of Smart Grid is "accommodates all generation and storage options" or distributed/renewable energy sources so I'm not sure what Jimison is saying . . . |

| 100 million dollars in stimulus package for training |
| I recently attended an IEEE conference; I was told that 100 million dollars was allocated in the stimulus package for Energy related training. Can anyone direct me where to find such information? As an EE who worked in Telecommunicationfield for many years, I am convinced the opportunity to bridge telecommunication with Power Engineering exists. But,we need advance training in power Engineering. |
