redundency/backup for time

Mr. Gunther wrote that 'accurate and reliable time synchronization is critical to ensure that automatic control and system protection equipment operate correctly in a smart grid to allow optimal utilization of grid assets'. Given the concerns regarding GPS vulnaribilities what is the backup/mitigation strategy to maintain clock synchronization on the GPS-controled clocks in the planned 'smart grid network' when GPS is not available or in some diminished capacity.
