unintended increase in polution

There is no argument that idle backup equipment can be employed to shave demand peaks. However, the wisdom of doing so seems to be a stretch. My guess is that the majority of these backup systems operate on diesel fuel, are far less efficient and are far more poluting per kWHr than the average utility plant. So the strategy might just be trading utility CAPEX for more environmental problems. Not a slam dunk.
