assessment framework, an evaluation of privacy issues in residences and recommendations for protecting the evolving grid from attacks, malicious code, cascading errors and other threats. The cyber security guidelines took 17 months to develop and were produced by the Cyber Security Working Group of the Smart Grid Interoperability Panel, a public-private collaboration initiated by the National Institute of Standards and Technology (NIST) and funded with Recovery Act money from DOE. "These advisory guidelines are a starting point for the sustained national effort that will be required to build a safe, secure and reliable Smart Grid,' said George Arnold, the NIST national coordinator for Smart Grid interoperability. "They provide a technical foundation for utilities, hardware and software manufacturers, energy management service providers, and others to build upon." Because cyber security threats are so diverse and constantly changing, the report recommends multiple levels of security.
