SELECT ENERGY PROJECTS
State Energy Program
Massachusetts funding level: $54.9 million
Awarded July 21, 2009: Nearly $22 million
The Massachusetts SEP Plan comprises three components:
· $20 million for a Massachusetts Solar Stimulus program to install solar photovoltaic (PV) systems at publicly-owned facilities such as Logan International Airport, Massachusetts Water Resources Authority facilities, state colleges and universities, state housing authorities, and public facilities such as the Boston Convention and Exhibition Center;
· $20 million for a Massachusetts Building Energy Transformation effort to fund proposals that demonstrate innovative ways to significantly improve energy performance in public and private buildings across the state; and
· $14.9 million directed to an Energy Efficiency for State Facilities program that will accelerate initiation of a five-year pipeline of more than $200 million of energy efficiency projects at state facilities and begin them within 18 months.

Massachusetts Solar Stimulus (part of SEP)
Funding level: $20 million

· The funding for MaSS is focused on installing large solar PV systems on state and municipal sites, leveraging federal funds to the fullest extent possible. These activities will use, where appropriate, third party providers to install and maintain large solar arrays. The Department of Energy Resources has issued the first of four Request for Proposals for solar installers to build out projects at Westfield State, MWRA, Logan, and Somerville Housing facility.
Respondents to the RFP must be certified by the Massachusetts Division of Capital Asset Management (DCAM) as an Electrical or Energy Management System contractor. Bidders should review the materials posted to the MaSS program site and submit their bids using Comm-PASS.

Clean Energy and Industrial Efficiency
.
· This funding is for combined heat and power (CHP), district energy systems, industrial waste energy recovery, and efficient industrial equipment. Program Opportunity Notice (PON) applications need to be submitted by email to Gerry Bingham by June 30, 2009. Projects must be "ready to initiate construction" within 120 days of award. The cost share is 50%.

Tidal Energy
.
· Interested parties are invited to respond with information to assist the USCG Sector Northern New England in market research in identifying the feasibility of purchasing electrical power that has been generated by harnessing Tidal Energy. This electrical power would be used for non-critical components in support of USCG missions at Station Eastport, Maine and possibly other units throughout coastal Maine, New Hampshire, and Vermont.
