The National Association of Regulatory Utility Commissioners (NARUC) is a non-profit organization established to represent the interests of the state public utility commissions (PUCs) to the three branches of the federal government and independent federal agencies. The PUCs regulate utilities that provide services such as telecommunications, water, transportation, and energy. . State law requires that NARUC's members (all 50 states are members) are obligated to ensure the maintenance and establishment of utility services as required by law and to ensure that those services are provided at costs and conditions that are reasonable, fair, and nondiscriminatory for all users. .
