According to a UPI news article, the new grid to renewables connections are the biggest challenge. About 80% of the 100 known European power bottlenecks are the result of insufficient connections with renewable power sources.
Another big roadblock to meeting the EU's 2020 timeline is the local regulatory approval process which, the report says is slow. While the grid operators strongly back a "fast tracking" order from the European Commission, it has met with resistance from some European energy ministers.
