The U.S. economy reigned supreme in the 20th century, but as the 21st century approached, alarms began to sound about the U.S. economy’s ability to remain in this preeminent position as incomes stagnated and job growth slowed. The America COMPETES Reauthorization Act, signed into law January 4, 2012, instructed the U.S. Department of Commerce to evaluate the country's economic competitiveness and innovative capacity. The resulting report stresses an urgent need to upgrade the country's infrastructure, and lists the smart grid as a critical example.
It has taken a while, but more and more observers are calling the Texas "experiment" with retail competition a success... and even suggesting it may be a model for the rest of the country. Is it?
