The American Public Power Association and almost 30 other groups told FERC that its proposed metrics for determining if regional electric transmission organizations (RTOs) and independent system operators (ISOs) are benefitting end users are — in a few words, "insufficient" and of "limited use." Quick take: We've been saying "beware of Smart Grid consumer backlash" so often lately that you must be sick of hearing it. It's not that we are a one-trick pony, but each week brings another example. Here's an instance where the trade association for public power has joined with several consumer and customer groups to argue that RTOs need to publicly disclose metrics to allow people to see how they are doing -- and in particular, to see if they are keeping power costs down.
